The Institute of Legal Finance & Management is delighted to announce the launch of The COFA Handbook, a new practical guide created for COFAs, those supporting the COFA role, and legal finance professionals working within law firms.
Why has the handbook been created?
The COFA role carries significant responsibility. From protecting client money and overseeing compliance with the SRA Accounts Rules, to reviewing systems, recording breaches and supporting a culture of accountability, COFAs play a central role in the financial integrity and regulatory resilience of a firm.
Yet for many COFAs, the role can also feel demanding. It requires technical knowledge, sound judgement, clear communication and the confidence to raise issues when needed. Decisions are not always straightforward, particularly where a breach appears minor in isolation but may form part of a wider pattern, or where internal processes need to be challenged and improved.
The COFA Handbook has been developed to provide practical, structured support for those navigating these responsibilities.
What does the handbook cover?
Designed as an accessible reference guide, the handbook brings together guidance on the background and expectations of the COFA role, the key regulatory requirements, and the practical systems and controls that help firms manage risk effectively. It is intended to support day to day decision making while also helping COFAs take a more strategic view of their role within the firm.

Practical support to back up technical knowledge
It also includes practical resources and templates to help COFAs and firms apply the guidance in practice, including a client money retention form, matter file review template, terms of appointment and consent to the COFA role, a template letter for reporting serious breaches to the SRA, a breach recording template, an example three way client account reconciliation and a COFA checklist.
This practical focus is central to the purpose of the handbook. Whilst effective compliance relies on technical understanding of rules and regulations, it is also key to have the right practical tools such as systems, records, controls and conversations in place so that risks can be identified, managed and addressed effectively.
The handbook also recognises that the COFA does not operate in isolation. Effective compliance relies on communication across the firm, support from senior management, appropriate delegation, training for staff and a culture in which people understand the importance of protecting client money and reporting concerns properly.
For that reason, The COFA Handbook also looks at the people-related challenges of carrying out the role, including time management, internal communication, working with the COLP, staff training, firm culture, and how compliance officers are perceived within the wider business.
